Rajasthan Budget 2024: Key Highlights presented by Diya Kumari

Rajasthan Finance Minister Diya Kumari presented the Budget 2024-25 today, nfrastructure, jobs, women empowerment were focussed.


Presenting the first full budget of the Bhajanlal government, Deputy Chief Minister and state Finance Minister Diya Kumari gave a speech in the assembly. In her first budget speech, Diya Kumari made many big announcements for youth, women and farmers.

The government will provide more than 4 lakh new jobs in the coming 5 years. Cheap loans will be given to government employees falling in the SC-ST category. Low interest loans will be provided to women working with self-help groups, while tablets and free internet have also been announced for school students who qualify in merit.

In the budget, it has also been announced to create about 9 thousand new posts in the health and police departments. A provision of Rs 1300 crore has been made in the budget for urban development. The announcement of 9 GreenField Expressways in Rajasthan is being seen as a major development.

‘Lakhpati Didi’ Scheme for 15 lakh women

It has been announced that 15 lakh women of the state will be brought under the ambit of Lakhpati Didi Yojana and their income will be increased to more than one lakh. Women associated with self-help groups will be provided loans at an interest rate of 2.5 percent, a budget of Rs 300 crore has been kept for this.

Mukhyamantri Ayushman Arogya Yojana (Maa) voucher scheme will be implemented for pre- natal checkups and medicines of women. Milk will be provided at Anganwadi centers three days every week.

Big announcements related to women

  • Hostel and paying guest facilities will be developed for women at the district level.
  • Girls Sainik Schools will be opened at the divisional level, where along with good education, NDA preparation will also be provided to the girls.
  • Bio toilets will be built for women in urban areas.
  • Girls boarding school will open in Jaipur.
  • 250 new Maa Bari centers will be started in tribal areas.

10 resolutions for ‘Sarvjan Hitya’

In the budget speech, Finance Minister Diya Kumari listed 10 resolutions of the government and indicated that the entire tenure will be based on these. The government  has prepared a 5-year plan, aiming at ‘Sarvjan Hitya’ i.e. the welfare of every section of the society.

Ten resolutions of the government and their related announcements

1. To make the state a 350 billion dollar economy: Under One District-One Product, a policy will be made to export the famous products of every district.

2. Development of basic facilities i.e. roads, electricity, water: 9 greenfield expressways of 2750 km will be built. Tap connections to 25 lakh houses. 3 new solar parks. Solar plants of 2 MW capacity in every village.

3. Planned development of cities and villages: Rajasthan Regional and Urban Planning Bill will be brought. Co-working stations will be built. Power lines will be underground. 300 electric buses will be purchased.

4. Economic empowerment of farmer families: Canal sector 5 thousand farmers will be given a grant for construction of diggi. 5 thousand crores will be spent. Will provide one lakh 45 thousand electricity connections. 5 lakh new farmers. Crop loans will be available.

5. Encouragement of small industries along with big industries: A Defense Manufacturing hub will be created. Establishment of PM Unity Mall in Jaipur to promote products of every district. MSME policy will be brought.

6. Heritage Conservation and development: The corridor of Khatu Shyam Ji temple will be built with Rs 100 crores. Heritage Conservation and Development Authority will be formed. Rajasthan Mandapam will be built on the lines of Bharat Mandapam of Delhi.

7. Green Rajasthan and Environment Protection: Haryalo Rajasthan mission will start. Works worth Rs 4000 crore will be taken up in 5 years. New nurseries will be built to produce 10 crore saplings. Local saplings will be prepared in every district.

8. Human resources and health for all: 4 lakh recruitments will be done in 5 years. Like Ayushman Bharat Yojana, Chief Minister Ayushman Arogya (Maa) Yojana will be started. Ayushman Model CHC will be started in every village.

9. Dignified life for poor and deprived families: 15 lakh women will be made Lakhpati Didi. SC-ST employees will be given loans at lower interest rates. Loans to EWS people at cheap rates.

10. Good Governance with Perform, Re-form, Transform: Panchayat elections will be held simultaneously. Announcement of more than a dozen policies.

  • 25 lakh houses will be connected to tap water
  • 2 lakh houses will get new electricity connections
  • Rajasthan Mandapam will be prepared in Jaipur on the lines of Bharat Mandapam of Delhi.
  • Rajasthan Tourism Development Board will be formed
  • Solar parks will be built in Pugal, Chhatargarh, Bikaner, Bodala (Jaisalmer).
  • Forest Wildlife Training and Management Institute will open in Jhalana at a cost of Rs 40 crore.
  • Mess allowance in subsidized hostels will be increased from Rs 2500 to Rs 3000.
  • Announcement to increase mess allowance of players to Rs 4000
  • Passenger capacity of Jaipur airport terminal will be increased from 50 lakh to 70 lakh.
  • Free land for civil airport facilities in Barmer’s Uttarlai.
  • Green field airport will be built in Kota. 
  • Sports life insurance scheme of Rs 25 lakh.
