REET exam cancelled, government to enact a law to curb the leaking

The state government announced the cancellation of the Rajasthan Eligibility Examination for Teachers (REET) exams after protests from candidates over the paper leak in REET 2021. The government will bring a law to ensure fair examination and stop the paper leaking.

After the paper leak controversy in REET-2021, now the government has assured to bring a law in this budget session to curb copying and leaking. For this, the government has proposed a bill named the Rajasthan Public Examination (Prevention of Unfair Mines) Bill-2022. 

Provisions are proposed in the bill regarding punishment for copying, fine and punishment for the paper leak. Under this bill, breaching the law will be treated as a cognizable, non-bailable and non-compoundable offence. such offences will only be investigated by an officer, not below the level of SI. If proven guilty, imprisonment of 1 to 10 years in different cases. There is a provision for a fine of more than Rs 10 lakh. 

Fine will be charged up to Rs 10 lakh 

  • On conviction of recovery of any monetary gain or illegal gain, the movable and immovable property of such person shall be confiscated and auctioned. Along with this, the profit made can also be recovered.
  • Threatening or preventing any member of the inspection team, employee, examination authority, officer from entering any examination center will be considered an offense. This can be punished with a maximum sentence of 5 years and a fine.
  • If any person appearing in the examination violates the law, he can be imprisoned for one to 7 years. Also, a fine can be imposed.
  • If any person is found to be indulging in unfair means in an organized manner, the imprisonment may range from 3 to 10 years. In addition, a fine of Rs 10 lakh or more can be imposed.
  • A candidate found guilty of a violation of this Act will not be allowed to appear in any public examination for one year. Also, he can be imprisoned for up to 3 years. Can also be punished with a fine.

They will come under the category of crime

  • Take unauthorized assistance from any written, recorded, copied or printed material or use any unauthorized or mechanical device or gadget, directly or indirectly, in connection with any examination.
  • Leaking paper or conspiring to leak paper, obtaining or possessing paper in an unauthorized manner, attempting to solve or attempting to solve it, shall be deemed to be an offence.

The law will be applicable in these examinations

This law will be applicable in the examinations conducted by the Board of Secondary Education under the Rajasthan Secondary Examination Act, 1957, university examinations, RPSC, UPSC etc. Apart from this, the State Autonomous College Examination, Railway Recruitment Board, Ajmer, Rajasthan High Court, Subordinate and Ministerial Services Selection Board, Examination to be held under the Ministry of Skill Development and Entrepreneurship, All India Trade Examination and Rajasthan Police Recruitment and Promotion Board examination.

This law, with strict measures, will be brought with an aim to stop exam paper leaks and ensure that exams are conducted in a fair and transparent manner.
